Shavkat Mirziyoyev instructed to scale renovation and simplify the issuance of building permits


President Shavkat Mirziyoyev has instructed to increase the share of renovation of outdated housing stock in the country from the current 15% to 60% by 2040. It was also announced that the construction of “New Uzbekistan” residential areas should be expanded, increasing their number to 120, Podrobno.uz reports.

Large-scale tasks to modernise the housing stock and fundamentally reform the construction sector were outlined during a meeting on urbanisation and housing development, according to the presidential press service. It was noted that to meet the growing demand for housing — driven by the formation of around 200,000 new families each year — construction rates must increase to 280,000 apartments annually by 2040.

Plans include building 140,000 apartments in 2026, 150,000 in 2027, and 160,000 in 2028. A separate priority will be to significantly improve design quality through the modernisation of leading design institutes and the involvement of foreign specialists.

A key area of reform will be the radical simplification of the construction permit process. Currently, the procedure consists of nine stages and takes 90–120 days. The President instructed to introduce the international “construction-ready land” practice, where all preparatory work and approvals are completed before land plots are put up for auction.

This will allow developers to receive all required documents automatically within 7–15 days. Only fully prepared land plots will be offered at auctions. To manage these processes, a digital information system called “Uy-joy” will be created, including unified master plan databases, a land plot bank, a geoinformation database of apartment buildings, an escrow system, and a developer rating system.

Earlier, the President had also instructed to increase housing construction based on renovation, including providing housing for citizens in need of social support. The directive is contained in a decree on measures for the sustainable development of the housing market and mortgage lending.
