Shavkat Mirziyoyev instructed to scale up renovation and simplify the issuance of construction permits
President Shavkat Mirziyoyev has instructed to increase the share of renewal of the country’s outdated housing stock from the current 15% to 60% by 2040. It was also announced that the construction of “New Uzbekistan” residential complexes should be expanded, bringing their number to 120, Podrobno.uz correspondent reports.
Large-scale tasks on renewing the housing stock and radically reforming the construction sector were set at a meeting on urbanization and housing construction, according to the presidential press service. It was noted that to meet the growing demand for housing, associated with the creation of about 200,000 new families annually, the pace of construction must be increased to 280,000 apartments per year by 2040.
It is planned to build 140,000 apartments in 2026, 150,000 in 2027, and 160,000 in 2028. A separate task will be the radical improvement of design quality through modernization of leading design institutes and the involvement of foreign specialists.
A key direction of the reform will be the radical simplification of the procedure for obtaining construction permits. Currently, this process includes 9 stages and takes 90–120 days. The President instructed to introduce the international practice of “construction-ready land,” when all preparatory work and approvals are completed before the land auction.
This will allow developers to receive all documents automatically within 7–15 days. Only fully prepared land plots will be put up for auction. To manage the processes, it is planned to create a digital information system “Uy-joy,” including unified databases of master plans, a land bank, a geoinformation database of apartment buildings, an escrow system, and a developer rating system.
Earlier, the President instructed to increase housing construction volumes based on renovation. Among the tasks is providing housing to citizens in need of social support. The order is contained in a decree on measures for the sustainable development of the housing market and mortgage lending.
