Uzbekistan will strengthen the digitalization of urban planning

President Shavkat Mirziyoyev got acquainted with the presentation dedicated to increasing the effectiveness of reforms in the field of urbanization and town planning.

During the discussion, proposals were presented for the digitalization of urban planning processes, improving the shared-equity construction system, developing housing renovation and training personnel for the industry.

It was noted that the share of the urban population of Uzbekistan has already exceeded 50 percent and continues to grow.

In these conditions, issues of comprehensive territorial planning, preservation of green areas and historical and cultural heritage, as well as the development of engineering and transport infrastructure, become particularly relevant.

Currently, master plans have been developed for 2,506 of the country`s 8,604 settlements. In 2026, it is planned to prepare such documents for another 154 settlements, and in 2027 - for 144.

More than a thousand existing master plans have already been converted into electronic format.

At the same time, problems of coordination of urban planning documentation have been identified. Despite the development of 275 master plans for individual territories in 2024–2025, there is no unified system for recording them, and the documents themselves are not integrated with the master plans.

To eliminate these shortcomings, it was proposed to introduce a new system for managing urban planning documentation, including data updating, digitalization, monitoring and the creation of a unified information and analytical platform.

As part of the reform, a unified electronic register of urban planning documentation will be created. Documents not included in the register will not have legal force. The Center for Urbanization will receive additional powers, which will be responsible for maintaining the urban planning geographic information system and coordinating specialized work.

To provide the industry with qualified personnel, it was proposed to reorganize the Tashkent College of Geodesy and Cartography into the College of Urbanism, Geodesy and Cadastre, and to open the faculty of “Modern Urbanism and Agglomeration Management” at the Tashkent University of Architecture and Civil Engineering.

In addition, it is planned to create creative parks in all regions of the country that will combine the areas of urbanism, architecture and design. Tax benefits are provided for their residents.

Strengthening liability for violations in the field of urban planning was also discussed at the presentation. In 2025, 1,952 cases of illegal construction were identified. In this regard, it is proposed to increase the size of financial sanctions for such offenses.

Special attention is paid to the shared housing construction market. In recent years, the volume of construction of apartment buildings under this scheme has increased 2.5 times and last year exceeded 11 million square meters.

At the same time, the number of violations has increased: last year alone, damage to almost 3 thousand citizens amounted to 668 billion soums.

To solve this problem, a draft law on shared construction has been developed. The document provides for new mechanisms for regulating the industry, protecting citizens` funds and increasing the transparency of construction processes.

A key element of the new system will be the introduction of escrow accounts. According to the proposed mechanism, buyers` funds will be kept in an authorized bank and transferred to the developer only after the stipulated construction conditions are met. Upon termination of the contract, the shareholder`s funds will be returned in full.

To accompany these processes, it is planned to launch a unified digital platform “Uy-joy”. Data on developers, permitting documentation, construction progress, escrow accounts and concluded contracts will be available on it in an open format.

It is also proposed to introduce a single identifier for a construction project, digital passports of the territory, project and real estate object. This will make it possible to combine information from various government information systems and provide control over the entire life cycle of construction projects.

Another important area of ​​reform will be the development of urban planning renovation. It was noted that instead of 17 thousand residential buildings built before 1991, it is possible to build modern energy-efficient apartment complexes with the necessary infrastructure.

In this regard, a draft law on urban renovation has been prepared, which determines the procedure for the formation of renovation zones, obtaining the consent of residents, resettlement and compensation, and also establishes the obligations of investors and the powers of government bodies.

Summing up the presentation, the head of state emphasized that the development of urbanization should be based on the principles of creating a comfortable environment for the population and sustainable development of territories.

Responsible departments have been instructed to accelerate the digitalization of general and master plans, introduce the Uy-joy platform, ensure the protection of citizens’ rights in shared-equity construction and create transparent mechanisms for the implementation of renovation projects.
