Uzbekistan is going to establish a fund for the construction and renovation of schools and hospitals
Shavkat Mirziyoyev has ordered the establishment of a Fund for the construction and repair of social infrastructure facilities in Uzbekistan. The corresponding resolution dated December 30, 2025 (PP-398) was published on Lex.uz.
The fund will finance the construction, repair, and reconstruction of schools, sports facilities, and hospitals. It will also allocate resources for equipping educational, sports, and medical institutions, as well as providing them with infrastructure and equipment.
2 trillion soums will be transferred to the fund from the State Social Protection Fund. In addition, it will receive up to 50% of the funds held in off-budget funds under 55 republican executive authorities as of the beginning of 2026.
Ten percent of the remaining balances will be allocated from the funds under the Scientific and Practical Center for Pedagogical Excellence and the Ministry of Investment, Industry, and Trade. Funds under Uzatom, the Agency for the Assessment of Knowledge and Qualifications (BMB), and the Migration and Personalization Department of the Ministry of Internal Affairs will be required to contribute 20% of their funds.
At the end of December, the President announced the allocation of additional funds to address issues in mahallas in his address to the Oliy Majlis and the people of Uzbekistan. Measures will be taken to at least double local budget revenues.
Part of the value-added tax will be transferred to the budgets of Tashkent and the regions where the tax was collected, with the condition that half of the funds be further transferred to districts. Local budgets will also receive 50% of regional-level revenues exceeding forecasts, as well as all payments from agricultural land leases and bazaar fees.
Khokims have been instructed to reduce duplicative and inefficient staff positions and redirect the freed-up funds to address public needs. It is expected that these measures will provide districts with an additional 5 trillion soums for infrastructure.
Earlier, Spot reported that the launch of free planned inpatient care under medical insurance had been postponed until July.
